How can I fix my Magnavox tv when a padlock appears red with a blue background field and my remote is not responding?

I bought a Magnavox TV Kmart. The TV is working well but all I see is a lock when you turn red and a blue background and the remote control does not respond. All of my control left me do is turn the TV on and off. No clue on how to solve this problem, driving me insane. Thanks to all

Unplug the TV for 15 minutes and allow it to reset the factory settings and re-program the remote to the TV that I have a paper with codes on it for different things to see if that help
